Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democracy just over a week before national elections.

Study Shows Consistent Bias in Chatbot Recommendations

The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis released ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these parties, the study pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

All major parties have ruled out an alliance with the Freedom party, implying the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
